Can people with thick eyelid skin not get natural adhesion double eyelid surgery?

No matter how thick someone's eyelids are, when they close their eyes, there is always some thinner part on the eyelid.

If the double eyelid is created on that thinner part, it is perfectly possible without any issues.

However, if removing the thick part of the eyelid would look more aesthetically pleasing,
